Unable to reach consensus on tax reform this session, the Legislature will take on the issue this summer during a special session, probably late this month.Gov. John Baldacci and legislative leaders said on Friday that they want the Legislature's Taxation Committee to work over the next few weeks to fashion a bill that can win bipartisan support. The Legislature would then be called back into session to debate it. The committee is now split three ways, with some Democrats calling for comprehensive tax reform and others supporting Baldacci's more modest fiscal reform plan.Republicans oppose the local sales tax option favored by Democrats. They also have doubts about Baldacci's proposal to encourage regional services.Baldacci and legislators are searching for a measure that can compete with a ballot question proposed by the Maine Municipal Association to shift more of the cost of local education to the state. -----[b]House Minority Leader Joe Bruno, R-Raymond, said he also would like to see a reform plan that lowers the total tax burden.He said he would even support raising some taxes, such as a sales tax, if other taxes could be lowered through controls on spending[/b].
