Your idea, limited as it is, would work if the only ailment afflicting people was pancreatic cancer. It would also require that no one ever suffered an injury requiring medical attention of any kind. And that women stopped giving birth.
Other than than these things, what you describe is exactly how insurance should work.
Well it would certainly keep costs down, because anything more expensive than $10k would not ever be used. (i.e. Death is cheap)
