Fred:How about Medicaid paying for infertility? By definition, you have someone who cannot support themselves, right now. So you pay for treatment to permit them to have children which, by definition, they also cannot support?Our government is full of special taxpayer surprises.

Should little Johnny have to pay for grandpa and grandma to have a healthy sex life? We say "no" but Medicare might soon say "sure, why not." The Philadelphia Inquirer on October 13, 2004 reported, "Impotence drugs such as Viagra, Cialis and Levitra -- and possibly a libido-enhancing drug for women -- could all be covered under the new Medicare prescription-drug plan."U.S. Pharmacopeia, the independent drug-standards agency hired by Medicare to help decide what drugs to cover, has included 'impotence agents' on its draft list of recommended drugs classes for the benefit, which begins in 2006."Last November, we vigorously opposed passage of the Medicare prescription-drug bill because the so-called benefit or entitlement will be the most far-reaching and the most costly expansion of the federal government in our nation's history, and will by comparison make FDR's New Deal and LBJ's Great Society look like small and cheap federal programs. The Bush administration first projected the cost of the new benefit to be no more than $400 billion; then the estimate was changed to $535 billion (soon after Congress passed the legislation). Now some estimates are as high as $1 trillion -- just for prescription drugs! As John Berthoud of the National Taxpayers Union stated, "A $400 billion expansion of government is harmful enough to taxpayers, but this is likely the baseline. After all, Medicare itself now costs American taxpayers over seven times what it was projected to cost when it was created in the 1960s."Last year, the drug companies lobbied feverishly for the Medicare prescription-drug bill because they want to sell more drugs. President Bush and the Republican congressional leadership twisted arms for this new entitlement program because they want votes on Election Day next week. AARP and 60 Plus Association lobbied relentlessly because they want free drugs for their 38 million members.But what about the people who will be forced to pay for this entitlement black hole? America's children don't have high-priced lobbyists in Washington and politicians don't care about them because they can't vote. What sparked the Boston Tea Party is nothing compared to this case of taxation without representation.Now that the Medicare prescription-drug bill is law (Part D), President Bush, Health and Human Services Secretary Tommy Thompson and Centers for Medicare and Medicaid Services Administrator Mark McClellan are responsible for implementing this new entitlement program. They will decide early next year which drugs to cover under the new Part D of Medicare. Tell them to say "no" to grandpa's Viagra and grandma's Intrinsa. This new drug entitlement is going to be expensive enough for America's children. Let's not make them pay for enhancing their grandparents' love life.Kent Snyder
