Obama/Biden withheld appropriated humanitarian aid for the exact same reason - suspicion of corruption.

GAO is part of the Congress, not an independent agency. In these times, it's difficult to believe in its impartiality.

Anyone know the history of Thomas H. Armstrong, the GAO general counsel who issued this missive?
I suspect he is not a Trump pick...

Faithful execution of the law does not permit the President to substitute his own policy priorities for those that Congress has enacted into law. In fact, Congress was concerned about exactly these types of withholdings when it enacted and later amended the ICA. See H.R. Rep. No. 100-313, at 66–67 (1987); see also S. Rep. No. 93-688, at 75 (1974) (explaining that the objective was to assure that “the practice of reserving funds does not become a vehicle for furthering Administration policies and priorities at the expense of those decided by Congress”).

That wording, and the timing of its release, reveal that this is really intended as "surprise" evidence - a last minute gotcha - just before the trial. There is no way the Dems didn't know all about this before now. The GAO counsel was clearly asked for this opinion and instructed to release it now for clearly partisan purposes.

The ICA was concocted by the DNC controlled Congress during the Ford years (1974) and Reagan years (1987) so they could take more control of foreign policy from the Republicans. There is a constitutional issue here - the only foreign policy control allowed to Congress in the constitution is the ratification of treaties by the Senate. There's a significant chance this will end up in the Supreme Court.

This shows why it was released now, and not months ago. Release it too soon, and the Supreme Court gets a chance to slap it down. Release it now, and they get to quote it in the trial before any review. Very sneaky timing. Cute how they snuck the oath wording into it too...
