AUGUSTA — Frustrated lawmakers are blaming the Maine Municipal Association for their inability to agree on a comprehensive tax-reform package. Taxation Committee members say the referendum question that the MMA put on November's ballot has made it legally impossible for the Legislature to pass its own tax-reform measure. That's because the Maine constitution prohibits the Legislature from making laws that deal with the same issues as a citizen referendum.Their only choice, lawmakers say, is to put their own referendum on the ballot and make it as politically appealing as the MMA school-funding question. And that means stripping it of anything remotely controversial."The MMA has killed tax reform," said Rep. Deborah Simpson, D-Auburn. "It's very frustrating to be up here trying to do the right thing, but you can't because you're in a box."But MMA officials say the Legislature has always lacked the political will to tackle tax reform, and this year is proving to be no different. Reform from both the legislature and the MMA simply means cominfg up with new and innovative ways to raise ever more revenue. It used to be called a tax increase...we now call it"reform". The last "reform" was the income tax.
Ah, Representative Simpson. Eternally the victim. She wouldn't know the 'right thing' if it hit her in the schnozzola."We cut the state's budget 20%". She makes it sound like spending was reduced 20%. How much was spending reduced year to year?[ 06-08-2003: Message edited by: threeputt ]
Hey, MMA, take your initiative and stick it where the sun don't shine. And you in the legislature, I don't hae the slightest bit of sympathy or respect for you on this issue.Town officials were ecstatic over this, even bringing the MMA guys to the council meetings to wow the public.Crocodile tears now are extremely poor style. Why can't anyone up there say anything that doesn't reflect on them being hampered from getting all the tax money they want?
