Well, sort of... almost. In this case.

Every culture that exists today is a fusion of elements of earlier or contemporaneous cultures which interacted to create a new hybrid. The aboriginal culture in Australia may well be the only pure culture in the planet, due solely to isolation. Accusations of cultural appropriation are simply another attempt to divide people into yet more groups for exploitation via identity politics. Anything to prevent people from seeing that what we have in common is more important than the differences being used to divide us.

Cultural appropriation it certainly is not, but it sure as heck is a vehicle by author to take a shot at Trump.
This is simply " another attempt to divide people" bsed on political affiliation.

giving away less money means less money for SOME, but more money for others if we need to collect less tax dollars from those who pay in...

It was meant as a "duh" remark. Don't over-read it.

A sample FDR passage:
“The lessons of history, confirmed by the evidence immediately before me,” he (FDR) told Congress in 1935, “show conclusively that continued dependence upon relief induces a spiritual and moral disintegration fundamentally destructive to the national fiber. To dole out relief .  .  . is to administer a narcotic, a subtle destroyer of the human spirit.”

A liberal can’t talk about our welfare state that way today.
