He's right. But it can't stop there. The governor/Legislature are under a huge moral obligation to seriously tackle the whole broad question of tax reform.
The chief objective[:] guarantee...fairness/efficiency, mak[ing] sure...taxes [do] not fall disproportionately on those least able to bear...it [while] provid[ing] adequate revenues to support vital public services.
