Moderates (Collins and Heller) are worried about the deep Medicaid cuts, and conservatives are worried that the bill doesn't prevent the death spiral.
Turns out, they're probably both right - Medicaid cuts are pretty self explanatory, and removing the individual mandate without removing coverage for preexisting conditions is just plain stupid.
I suspect most of this is just posturing to extort BIW contracts, or in Nevada's case, the Yucca mountain nuclear waste dump.
In any event, passing the bill in its current form would be pretty good for Dems, as it just cuts a lot of taxes and doesn't fix any of the problems with the ACA.
